No — Lao regulation requires in-person identity registration at an operator customer service center before a line can be issued with a number, calls and SMS. That step can't be done remotely, so any eSIM bought online, including this one, is data-only. A voice-capable Lao line is available in-country by visiting an operator's customer service center with your ID.
